Maintenance Division Director Idowu Balogun appointed Scott Parkin as the Maintenance Division’s newly established third Western Region National Business Agent (NBA) in accordance with Article 21 of the APWU Constitution and Bylaws. The Maintenance Council unanimously approved Parkin’s appointment, effective Jan. 4, 2027, at its meeting on Thursday, Nov. 5.
The newly created position will represent and support Maintenance Division members across 11 Western states: California, Oregon, Washington, Idaho, Nevada, Arizona, New Mexico, Colorado, Wyoming, Utah, and Montana.
This additional NBA position resulted from a constitutional amendment adopted at the APWU’s 28th Biennial National Convention in Los Angeles.
A Career Dedicated to Postal Service and Union Leadership
Brother Parkin began his Postal Service career in 2011 as a Clerk at the Pocatello Processing and Distribution Facility and Main Post Office in Idaho. In 2017, he transitioned into the Maintenance Craft as a Custodian. He subsequently advanced to Building Equipment Mechanic in 2018 and Area Maintenance Technician in 2022.
Parkin’s commitment to union representation began in 2011 when he became a union steward for the Pocatello Local. He later served as Vice President of his Local beginning in 2017. In 2019, he was elected Vice President of the Idaho State APWU and subsequently became Idaho State President in 2022.
In 2024, Parkin further expanded his union qualifications by becoming certified as an arbitration advocate for the Maintenance Craft.
Scott earned an Associate of Applied Business degree in Business Management from Eastern Gateway Community College in Steubenville, Ohio, in 2023.
A Welcome Addition to the Maintenance Council
“On behalf of the entire Maintenance Division, we are delighted to welcome Brother Parkin to the Maintenance Council,” said Director Balogun. I have complete confidence that he will perform the responsibilities of this office outstandingly.”
The Maintenance Division looks forward to Parkin’s contributions as the Division continues to strengthen representation, improve advocacy, and serve Maintenance Craft members throughout the Western Region.
